AHPRA & national boards
AHPRA states that international medical graduates must apply for primary source verification of qualifications; other professions are assessed by accreditation authorities or the National Board, so verification is not identical across professions. Documents are generally certified copies, but AHPRA notes that documents provided directly by an institution or regulator it can verify do not need to be certified. On English, applicants must meet the relevant National Board standard through an applicable pathway — the standard (revised December 2024) can be met via a test pathway that accepts several tests (IELTS, OET, PTE Academic, TOEFL iBT, Cambridge) or education / recognised-country pathways. It is not simply an IELTS/OET question, and a generic MOI letter should not be presented as automatically satisfying it.
Engineers Australia
Engineers Australia's migration skills assessment is based on applicant-uploaded high-resolution colour scans of your testamur and academic transcripts (with certified English translations if needed). It does not publish a requirement for the institution to send documents directly; providing fake or misleading documents carries serious penalties. Confirm the current checklist for your pathway.

Universities assess transcripts for admission on their own terms, while skilled-migration skills assessments come from occupation-specific authorities. What one requires can differ entirely from another.
